You CAN find taxis in China that have seat belts. We looked for such taxis and used the belts (although the Chinese seem not to). This applies only to the adults in the group though, it is much too hard to carry a car seat around China, just so you can strap in your baby during taxi rides. You just have to hold the baby in your lap on taxies. But you are much safer if you yourself are strapped in -- you have a better chance of holding onto the baby in an accident.
